I know it may come as a shock to some readers but the NYT is not always the most objective recorder of the news.

Maybe NYT is not Objective but neither is FRA, I have sen several inspectors get a call after shopping a few defects, and suddenly leaving a yard, one inspector even admitted there are forces that will stop him from doing his job.
One inspector use to turn off his cellphone and beeper while doing inspections and was in no certain words told by his boss not to do that again.
