Default Horizon Unlevel: What should I do?

I can't seem to figure out how to level this picture, so I just submitted it anyway to see if it would be rejected! Anyhoo, it was, so now I turn to you for some help!

I had it tilted two degrees to the right, to make the water level, but then the train looks likes it going up hill. Suggestions would be much appreciated!

That picture is suffering from wide angle distortion. Fix (or reduce) the distortion and it may be easier to level. Might be a tough one, though. Unfortunately no matter what you do, I think you're still going to get somewhat of an unlevel look to it.

I think the shot need more leveling to the right about (1.5-2) degrees.Whats is the red thing over the tunnel?Is that some kind of rocks?

I tilted it 1.5 and it worked! You are right Jim, it still looks a little unlevel... but ah well.

As for the red rocks... I don't know what it is! Some sort of paint? I really don't know, but they weren't actual red rocks...

I think the rocks are orange 'snow fence'. Also captures rocks and debris. Sometimes seen around a construction site.
