Default Unusual buffer car on an oil train

I just witnessed an oil train on Norfolk Southern's Conemaugh line go through with a loaded coal car being used as a buffer car between the engines and the tank cars. I always thought the buffer was part of the unit tank train and stayed with the train from its origin to its final destination. Now I have to change my thinking.

Does anyone else have any comments about this?
