The question that I have is. How does #3 conform to the Rules of thirds while #1 & #2 do not. I am seriously contemplating to sell my gear and stop photographing going by the rate of Rejections
I'm assuming that you're not serious about getting a new hobby! This is not the only game in town of course, and hundreds of posts here have referenced inconsistency in screening. Some members do tire of the drama here and move to other sites. [Flickr, Flickr, Flickr! ]

When they tell you an image is soft, just sharpen more and submit again!
As for the ROT, that's what it is IMO- rot. Every time I see this in the forum, I go to the daily new submissions, and there are ALWAYS centered photos there.
The first photo may be a dead space issue (on the left). The second looks fine to me, but could be sharper. Maybe get rid of some of the litter?

Your biggest mistake is assuming that every bad composition rejection is because the image doe not comply with the ROT. Your first rejection complies with ROT within some margin of error, but look at it - there's a little train to the right and a whole lot of nothing to the left, which is a balance issue, not a ROT infraction. The second image could be improved by panning up, so the subject is not so centered from top to bottom. This is ROT-related.

Don't always look to ROT if you get a composition error. Balance is every bit as important as ROT.
