Default I'm confused (no really I am)

I submitted two photos this evening back to back.

The first photo makes it in:

and the second one gets the PEQ rejection.

Same scene , first shot from off one side of the bridge, the second from off the other side.

What am I missing

Both screened in the same batch so I have to assume it was the same screener.

Kinda wanted to show the whole track project and the large scope of what was taking place.

What gives?

I'm thinking they were thinking Similiar to Previous, but didn't want to give that rejection reason because one could argue the merits of that rejection. The photographs aren't *that* similiar, but that they're not different either -- they basically tell the same story about the same scene -- and didn't want to let them in so close to one another.
