Default Some Help with Leveling

I can not figure out how to level this shot. When I level the nose of the lead GEVO, the skyline in the distance leans to the right and vice-versa. I played around with the "correct camera distortion" feature in PSE 8, but I can't get it right. It seems as if the train and the skyline aren't on the same flat terrain.

Also, I edited this shot in raw, but I don't like the color/lighting. What do you think? Does it need more work? If so, what?

I put a grid on it and it's perfectly level. As for color I'd take some red out.
