Default Poor Image Quality???

I submitted this picture last night.

The only reason I thought might be the reason for poor image quality is the station lights, but I haven't had a problem with that in the past.

The palm fronds are all blurry, unlike those in the accepted picture. Was it a breezy night?

There was a slight breeze. I had not thought of looking at the small things like the numberboards or the palm trees.

Its a bit jagged around the cigar band. How much did you sharpen? Its a nice looking shot, but seems to fail in "sharpness".
