It's actually quite a nice photo.

It may be that you need a caption to explain to the viewer what they are looking at. I don't speak Russian, so to me it's just a random building with a colorful light show outside.

I'd try resubmitting it with captions and a note to the screener explaining what it is.

Indeed, this one cannot fly on an American website without some explanation. In context, we can guess it is a station, but...

You can PM me your caption for revision if you are insecure about your English skills.

I would appeal the second rejection. Every shot I have in the database of the front of a large urban train station like that was given a PEQ and then got in on appeal.

Of course, some got rejected on appeal too, so you never know.

I can not take an appeal, because "Your ability to appeal rejected photos at RailPictures.net has been removed due to abuse of the Appeal system, such
as appealing an unusually high percentage of your rejected photos."

You need to put some remarks where the remarks line is.

Since you can't appeal, resubmit with a caption and remarks. Maybe a little history or some info about the station.

Then put a note to the screeners with similiar info and resubmit.

Well, it's a nice shot, but it may be too fountain-y and not enough station-y for RP. Next time a ladder, to get more of the station front seen behind the water, would help, I think. Or reposition yourself so the fountain is to the side rather than right in the center. It's a nice fountain shot, not as nice for a station shot.
