Try cropping in from the left to the steeple, and taking a little sky off the top. I think the screeners want to feel like the train is closer, but I wouldn't sacrifice the atmosphere of the shot (steeples, curve of the tracks) for the acceptance. Good luck.

My guess is they didn't like the little bit of track showing in the lower left. Try this and see what you think.

Michael, I see what you are trying to do, but don't care for the result. The tighter crop puts a lot of emphasis on an area combining a nose in shadow and a background just to the right in shadow. The rest of the photo looks better, but the focal point looks worse.

Frankly, I think it needs a reshoot. I would suggest shooting a bit earlier so one can fully see the two churches in the background. And a time of day when there is full nose light. Getting some elevation, say on a ladder, would be a welcome bonus.

Put the nose of the train on the left of the frame. You have a lot of dead space on the left side of the frame as it is now.
