The key problem is the jaggies in the catenary (and the roof/top of the train to some extent). It looks like the software you used to downsize simply didn't do a good job of it.

Judging solely by image size and file size (412k), you didn't over compress.

The plants and water do not look oversharpened; jaggies are sometimes the consequence of oversharpening. I suspect that, had one of the rejection categories been "jaggies," you would not have gotten the three others.

The back of the train doesn't look great, but that is a depth of field issue. It may be that they would have preferred better focus at the rear (or more blur with shallower depth of field).
