Default Some contrast help

I am seeking some help with respect to this rejected photo (Bad Contrast).


I am still learning all of what Photoshop can do. When I scanned the photo, the digital version was a little lighter than the actual photo. I used the auto contrast feature within Photoshop, but it didn't work. I've tried to manually change the contrast a few times without success. Any advice on the contrast, with respect to this photo would be appreciated.

I don't really think there's a way this can be fixed. It's much easier to increase a photo's brightness or contrast that it is to decrease it. And I know all too well how slide and print scans come out with screwy contrast.
