Default Too much compression

I've gotten a string of rejections for "Too much compression". I'm kind of at a loss. Not only do I not see the compression, this file were exported from RAW files in Lightroom with the jpeg quality at maximum. What do you all think?

Yes, there are subtle blotches in the sky.
Maybe start over with the original?

Well, I managed to get it post-processed correctly and didn't get rejected for too much compression, but now it's rejected for "clutter." What do you think? Any way to save this image?

No way to save this image; you have bumped up against an RP preference that is rather unyielding. Feel free to try an appeal, I think that is the only option.

I would say that appealing here is utterly pointless, as you mentioned, rp is quite unyielding on foreground clutter such as this.
