That would be a rebuilt Amtrak F40PH, classified by Amtrak as an "NPCU" or a cabbage unit. It's prime mover was removed to make space for storage. This unit is painted in the "Cascades" paint scheme and most likely operates in and around the Washington state area. This unit still can be operated as the lead locomotive since it still has all of the controls intact. Here's another shot of the same locomotive:
