Both shots are well composed and have interesting elements (bright trees, nice sky) but nothing much is happening and the screeners may just feel they have enough shots of crossing flashers without a train. These are good, but just not good enough to knock anyone's socks off. The problem with the PEQ rejection is that shots of good esthetic quality get kicked simply because RP decides they don't want them, for whatever reason, and the photographer is left wondering why. Your wigwag shot that you referenced got in because they are scarce and people find them interesting. The crossing gate shot had an interesting perspective, looking us so sharply. You tried that with your second crossing flasher shot, but without the gate pointing up, it's not as effective.
