Default Attention steam fans in England (or any railfan in England)!

Spotted this sign in a client's house today, and when I asked where/how he acquired it, he said he bought from a closed pub "outside of Liverpool" several years ago. He didn't know any of the history of the sign as far as who painted it, nor when it was painted. I told him I'd do some research online using my "train connections" and let him know if I find any info.

The sign is fiberglass, roughly 60 x 90 centimeters, and has the same image on both sides. On top are two metal loops for hanging outside a building.

Have any of you guys across the pond heard of the "Railway Telegraph" pub? Any idea who could have done the artwork?

Rhymes with slice, rice and mice, and probably should be spelled like "Tice."
