I'd see if a lower time shot is any better, but unfortunately this type of shot will always be either underexposed or overexposed,

Gernerally I shoot night shots at 2 seconds and 32/10 F-stop, but the areas I shoot in are well lit already, it's hard to shoot something that is its own light source.
