Suggestions on bad cropping, please!

This photo has been rejected for poor cropping multiple times. I've tried more/less sky, more/less grass, more/less around train.

What am I not seeing? Suggestions please?!?!?

I'm not quite sure what the "poor image quality" rejection means. With enhanced brightness, contrast and sharpness, the rejection was the same. any suggestions?
