Common cloudy with no clouds.

I'm a bit confused about this rejection. It was shot at sunset without a cloud in the sky. CP owns not much but AC4400's so common will always be a problem

What about grain removal? I bought a Kodak Digital Ice grain plug in, and the results can be quite dramatic. I can make a big difference in the quality of a dark shot...but is it within "reason"?...

I agree with what's been said. About 3 degrees ccw rotation so the the front right of the loco is square. Then trim some off the right a see how it goes.
