The bigger problem is you have two subjects, the sign and the train. Generally that doesn't work out well for a photograph. As noted above, the sign is weathered and not a great subject.

I totally agree with Robert, the DED sign sticks out like a sore thumb. If you hadn't already submitted a number of these, I would have made the sign go away and then submitted it. Too late now.

In the rejected photo it looks like you were mainly shooting into the sun. The reflection off of the roofs of the cars in the center of the photo doesn't work for me.
