What the....?

a) what locomotive type is that?
b) what kind of a color-scheme is that?
c) what the fudge is it pulling?

That would be a rebuilt Amtrak F40PH, classified by Amtrak as an "NPCU" or a cabbage unit. It's prime mover was removed to make space for storage. This unit is painted in the "Cascades" paint scheme and most likely operates in and around the Washington state area. This unit still can be operated as the lead locomotive since it still has all of the controls intact. Here's another shot of the same locomotive: http://www.barp.ca/rail/amtrak/90251.jpg

I know the cars use talgo trucks, each car shares one single truck. I think the cars were designed in Spain... I found some more info if you are interested ICE: http://www.360360.com/trains/cascadestalgo.html,

Geeze...it looks like the cars are half as tall as the locomotive...

they have a special streamlined covering designed by cesar vergara (sp?) who also designed the genesis locos- he thought the train would look goofy if there was a 6 foot gap between loco and train
